Tokei Precision Optics and Taiei's Yingchuang Technology, in ongoing talks over precision lens components for window-observation equipment, announced on the 25th that their draft mass-production estimate and supply schedule have entered their final stretch. Against the previously reported end-of-month target, the two remaining sticking points have narrowed to delivery increments and price range, the companies said. Tokei Precision Optics President Satoru Odagiri again distanced the deal from any 'de-Deutsche' framing. Markets on the 25th showed little reaction, still working through the post-spring-tide lull in fresh material.

Tokei Precision Optics announced on the 25th that its draft mass-production estimate and supply schedule with Taiei's Yingchuang Technology, covering precision lens components for window-observation equipment, has entered its final stretch. As previously reported, the two sides agreed at their first online session on the 14th, roughly two hours long, to aim for an end-of-October draft, with a "within the month" outlook offered on the 20th. The 25th's announcement tracks that outlook, with the two remaining sticking points narrowed to delivery increments — monthly versus quarterly — and the width of the price range.

Tokei Precision Optics President Satoru Odagiri, 52, told this paper, "The talks are proceeding steadily. I keep explaining, both inside and outside the company, that this isn't about cutting reliance on any one country — it's about putting ourselves in a position where we have a choice." As previously reported, he again distanced the arrangement from any "de-Deutsche" framing. Yingchuang has not issued its own comment this time, though Tokei Precision Optics said "there's no change in their intention to finish the draft within the month" on their end.

Markets on the 25th showed little movement for Tokei Precision Optics stock. As previously reported, observation-related shares and the Third Appraisal Index futures on the Seishu exchange whipsawed on the 22nd after Genshu's government announced confirmed recurring Yuragi candidates, with Tokei Precision Optics closing up 0.8 percent that day before pulling back 0.3 percent on the 23rd as the news was absorbed. The 25th largely continued that pullback, with no major swings. Yatani Instruments likewise saw little movement.

The swings in observation-related shares and TDI futures are said to overlap with the agenda of the Consumer Affairs Agency's expert panel on index-linked pricing, chaired by Ritsuko Fukazawa and previously reported as set to launch within September. Fukazawa had flagged three discussion points on taking the chair — advance disclosure, clearly stated forecast grounds, and whether a cap on surcharges is needed — though stock and futures market moves are said to fall outside the panel's direct scope, with officials repeatedly stressing the two are separate matters by design. The panel held its first meeting on the 17th, with the next expected in October.

An industry source in the observation-equipment sector said, "Window-equipment components have long leaned heavily on Federal Republic of Deutsche suppliers. Whether Tokei Precision Optics' move actually widens the options on price and delivery is still an open question at the draft stage, but the whole industry is watching." As previously reported, window-equipment parts are already one pillar of Hinokuni's exports handled partly through division of labor with Taiei, and some see this round of talks as an extension of that existing arrangement. Deutsche component makers have so far issued no official comment on the talks.

Tokei Precision Optics said it plans to move into formal supply-contract negotiations once the draft is finalized, with no change to its end-of-October target for a formal agreement. "Even once the contract is settled," Odagiri said, "I don't intend to change the explanation that this is first and foremost about becoming able to choose."

Tokei Precision Optics and Yingchuang Kagi Near a Draft Supply Outline — Still Keeping Distance From 'De-Risking From Deutsche'

Supply talks between Tokei Precision Optics and Taiei's electronics giant Yingchuang Kagi over precision lens components for window rigs are moving toward a draft outline of mass-production quotes and supply schedules by the end of the month, this paper learned on the 20th. President Satoru Odagiri has, as previously reported, kept his distance from framing this as 'de-risking from Deutsche,' but interest in the supply chain is rising, compounded by reports that Genshu may soon announce a confirmed recurring Yuragi of its own.

Observation Stocks Swing on Genshu's Announcement — TDI Futures Post the Month's Widest Move, Reviving Calls to Diversify Parts Supply

Observation-related stocks, including instrument makers, swung sharply on the Tokei exchange on the 22nd following Genshu's announcement of a confirmed recurring Yuragi (previously reported). Tokei Drift Index (TDI) futures on the Seishu exchange also posted the month's widest price range, renewing attention on the previously reported parts-procurement talks between Tokei Precision Optics and Yingchuang Technology. The Consumer Affairs Agency's index-linked pricing study group is expected to add today's price moves to its next meeting's agenda.

TDI Futures See 'Front-Running' Ahead of Next Month's Window Treaty Talks — Sing Chow Exchange

TDI futures on the Sing Chow Exchange rose by their widest margin this month on the 18th, driven by buying that got ahead of next month's multilateral window treaty talks in Geneva, Helvetia. Alongside the previously reported swings in observation-related stocks, the Tokei Logistics Research Institute says, "The market is increasingly pricing in the outcome before it's even known."
