The Foreign Ministry and the Third Appraisal Center formally announced on the 1st that a trial advance exchange of appraisal personnel with the Kingdom of Rukai will take place over roughly three weeks starting Nov. 10, with two to three participants from each side. The move precedes King Kaie III's previously reported state visit (Oct. 19–22) and will serve as a bellwether for whether to proceed with a full annual training program.

The Foreign Ministry and the Third Appraisal Center formally announced on the 1st that a trial advance exchange with the Kingdom of Rukai — previously reported as taking shape on Sept. 17 and 25 — will run for roughly three weeks starting Nov. 10, with two to three participants from each side. The training will center on mutual observation of appraisal methods, with no change to the previously reported plan to postpone hands-on training until next fiscal year at the earliest. "What had been taking shape as an outline is now something we can put a date to," a Foreign Ministry source said.

Hinokuni is expected to send two appraisal officers from the Third Appraisal Center, Rukai three officials from its Salvage Bureau. Staff from the "window team" handling the previously reported Window 5 drift-object appraisals are among the candidates on the Hinokuni side, with a center official saying, "There's value in letting Rukai see, at an early stage, how window drift objects are handled differently from those found on land." Rukai's delegation is expected to be led by Salvage Bureau Deputy Director Manon Kailea, 48, who has led working-level talks continuously since arriving in mid-September.

The dispatch is positioned ahead of King Kaie III's state visit, previously reported for Oct. 19–22. "Both sides wanted the people on the ground to meet face to face before the king arrives to declare an agreement," a Foreign Ministry source said. In a written statement, Kailea said, "Appraisal work is something words alone can't fully convey without seeing it in the field. We wanted to lay that groundwork before His Majesty arrives."

The previously reported plan for a fuller program — on the order of a dozen-plus trainees a year, roughly three months each — remains the guiding framework, but its formal start date will depend on how this advance dispatch goes. A Third Appraisal Center official was careful to add, "There's only so much you can learn in three weeks. I think of this as starting with aligning our procedures."

Unlike the domestic debate over the Window Treaty negotiations and the Nordia Union chair's upcoming visit (Oct. 6–7), appraisal cooperation with Rukai has been treated as a field apart from the three-camp standoff. "Rukai is a friendly, disclosure-camp nation whose position on drift objects is close to ours. It's a different temperature from the tug-of-war over the Window Treaty," a Foreign Ministry source said — while a figure close to the ruling party's "Opening Observation" group offered a different angle: "A track record of cooperation with a friendly nation can also bolster the disclosure camp's case."

The names and affiliations of the dispatched members are expected to be announced again before departure.

Rukai Working-Level Talks Move Toward a Small November Pilot Exchange, Ahead of Next Month's State Visit

Talks between Rukai's Bureau of Salvage and the Third Appraisal Center over mutual appraiser training are moving, this paper learned by the 17th, toward a small trial exchange as early as November — ahead of King Kaie III's state visit starting Oct. 19, previously reported. The move would front-load part of the previously reported framework, which envisions exchanging appraisers in the low teens annually for roughly three-month postings, before the program's full rollout.
