Observation-sector stocks wrapped up their final trading session of September on the 30th. Tokei Precision Optics extended its uptrend on the back of its previously reported procurement talks with Taiei's Yingchuang Technology, while Yatagai Instruments spent the month largely rangebound. Seishu Exchange's TDI futures also rose on a monthly basis, and the Consumer Affairs Agency's study group says it will add this month's price action as fresh material for its debate on index-linked pricing.

The Tokei Stock Exchange closed out its final September trading session on the 30th with brisk activity concentrated in observation-sector names. Tokei Precision Optics extended its rally, and market participants widely described its month-on-month gain since late August as among the largest of the year so far. Yatagai Instruments ended the month with a modest daily gain, though most assessments call its September, taken as a whole, rangebound and directionless.

As previously reported, Tokei Precision Optics' rise began with a limit-up move tied to Window Treaty coverage early in the month, and continued to draw buying at each milestone in its procurement talks with Taiei's electronics giant Yingchuang Technology — the initial online session on the 14th, the final-stage draft agreement on the 25th, and the formal agreement on the 29th, all previously reported. President Satoru Odagiri commented on the month's price action on the 30th: "We've tried to keep our distance from any 'de-Deutsche' framing, but how the market chooses to read that isn't something the company controls." With formal contract talks toward an end-of-October agreement expected to begin as early as next month, one market participant said, "Now that the draft agreement has been priced in, the next catalyst is how the formal contract talks go."

Yatagai Instruments hit a record high early in the month only to post the previously reported 4.3 percent drop — its steepest on record since that high — and continued to see back-and-forth trading whenever news broke, including Genshu's Sept. 22 confirmation of a recurring Yuragi. One brokerage analyst said, "The pattern of a reaction to one piece of news reversing the very next day repeated so often that, as a monthly move, it hardly felt like one at all."

Seishu Exchange's TDI (Tokei Drift Index) futures also rose on a monthly basis, moving broadly in step with the observation-sector stocks. A futures desk official at Seishu said, "It was a month where price action tracked the political calendar quite obediently — the Genshu announcement, the Window Treaty talks." Spillover to retail investors continued through the month as previously reported, with brokerage inquiries staying elevated throughout.

The Consumer Affairs Agency study group on index-linked pricing, chaired by Ritsuko Fukazawa, has folded in the spring-tide insurance rates and the observation-stock volatility as discussion points since its first meeting on the 17th, as previously reported. Its secretariat said September's price action "gives us concrete material to examine points like advance disclosure and clearly stating the underlying forecast," and that monthly data will be included in materials for the next meeting.

October brings the start of formal contract talks between Tokei Precision Optics and Yingchuang, alongside a run of diplomatic dates including the Nordia Union chair's previously reported visit around Oct. 6 and the schedule building toward the multilateral Window Treaty talks. Most market participants agree: "It looks like another month that moves on the political calendar."
